Personal service at your door

The Council4U –project created by Modi'in Regional Council. The council’s goal is to make the municipal and government services accessible to all the residents close, approachable and easy. The Modi'in Regional Council consists of 24 communities, spread over 32123 acres! That is way, the council members have decided to bring the services to the residents – directly to their front door.
The Council4U is a mobile municipal office, located inside a renovated bus, equipped with the best tools and technologies to reach out to every resident and provide them with a wide range of municipal and governmental services at no cost.
The services of “The council is on its way to you”:

  • Council services – welfare, education, maintenance, collection, taxing, veterinary services
  • Personal information services – planning and construction committee, business licensing, social workers and more…
  • government service
  • – (issuing drivers licenses, adding names to the ID card and more)
  • Gov.il services – online services (including making various payments)
  • Extracurricular activities and workshops for the community – professional lectures in the area of improving the quality of life, including: “living in the digital world”, healthy lifestyle, saving the environment and general recreational activities.
  • Communal “Start-up” – where the residents will be able to present ideas and projects to benefit the whole community

How this idea was born



As part of the competition among the employees of the regional council, the council members were required to present initiatives to demonstrate their ability to think outside the box, to improve the cooperation between the council and the residents and to increase effectiveness of the services provided.
The winning initiative is “The council is on its way to you”, a  renovated bus to go around the many communities, providing the residents with council services outside the usual hours of activity. The greatest advantage of the initiative is the fact that the council is reaching out to you! This way, the council will make it easier for the senior and disabled residents to make their voice heard without arriving to the council physically. This way, council members will also get to know the communities within the frame of the regional council and meet the residents personally.
